The Diplomas de Español como Lengua Extranjera (DELE) is the responsibility of the Instituto Cervantes, which develops academic and administrative policy, acts as Central Examination Board, and issues the certifications on behalf of the Spanish Ministry of Education.

The Instituto Cervantes, a state organisation, promotes Spanish language and culture abroad, and is responsible for the administration of the tests worldwide.
